Most of us enjoy displaying out favorite Desktop Background or Wallpaper on our Windows Desktop. But, if you find for some reason that you cannot change the desktop background or wallpaper in Windows 10 or Windows 10/8/7, you may try some of these troubleshooting steps.
Cannot change desktop background
Before you begin, please check if you have installed and third-party customization software and if it is restricting you from changing the desktop background. If so uninstall it and restart your Windows PC.
1] Open Control Panel and select ‘Ease of Access’ Center. Then, click on ‘Optimize Visual display’ link. Scroll down until you find ‘Make the computer easier to see’ section. Once found, make sure that Remove background images (where available) is unchecked. Save, Apply, Exit.

2] Open you Power Setting in Control Panel. Open Power Options > Select your power plan > Change plan settings > Change advanced power settings > Expand the Desktop background settings option > Expand Slide show.
Ensure that the Plugged in option is set to Available.
3] If the above option too fails, maybe your TranscodedWallpaper.jpg file has become corrupted.
Open explorer and type the following in the address bar and hit Enter:
%USERPROFILE%AppDataRoamingMicrosoftWindowsThemes
Here, rename TranscodedWallpaper.jpg to TranscodedWallpaper.old.
Next, double-click slideshow.ini file and open it with Notepad. Empty its contents. That is, select all the text and delete it. Save the changes. Close explorer windows.

4] If not, try this. Run regedit and navigate to the following key in the Registry Editor:
HKEY_LOCAL_MACHINESoftwareMicrosoftWindowsCurrentVersionPolicies
Right click on Policies > New > KEY > name it as ActiveDesktop.
Next in the right side, right-click > New > DWORD > name it as NoChangingWallPaper.
The DWORD value 1 will restrict change in desktop wallpaper. To allow change give it value as 0.
Reboot.
5] Alternatively, you could open the Group Policy Editor, by typing gpedit.msc in Run box and hitting Enter.
Why Does My Background Change
Navigate to User Configuration > Administrative Templates > Desktop. Click Desktop again. Double-click Desktop Wallpaper.
Ensure that the Not Configured option is selected. This will enable the option to change the desktop background.

Then click on Change advanced power settings.

Expand the option that says Desktop Background Settings. Next, set the slideshow to be Disabled or Paused for both the scenarios: On Battery and Plugged in.
Click on OK and then reboot your PC for the changes to take an effect.

2] Disable Windows Sync settings
Start by right-clicking on an empty space and click on Personalize, or hit WINKEY + Ito launch settings. Navigate to Personalize menu.
Go to the path where you unzipped the zip ( C:UI) and drag the Perb UI Core into the Skin Installer Ultimate program.5. League of legends ui mods. Now, click on left side menu named as Themes.

Inside there, turn off the button toggle that says Sync settings.
Reboot your PC for the changes to take an effect.
Now after the PC has done rebooting, change your desktop background to your desired one and check if this has fixed your issue.
3] Change the desktop background
Start by right-clicking on an empty space and click on Personalize, or hit WINKEY + Ito launch settings. Navigate to Personalize menu.
Now, click on left side menu named as Background.
Then, on the right side panel, click on the drop-down button labeled as Background and click on Picture.
Now, click on Browse and select the picture of your choice.
Now under the drop-down of Choose a fit, select the one that matches the resolution of your display.
Reboot your machine for the final changes to take place.

How to Fix Discoloration and Distortion on a Computer Screen
- Power off the monitor, wait 15 seconds and then power it back on. Some issues, especially very minor ones, can be caused by very temporary issues with the connection to your computer that a restart will fix.If the problem goes away but quickly returns, especially if it's color related, try leaving the screen off for 30 minutes before powering it back on. If that helps, your monitor may be suffering from overheating.
- Restart your computer. There's a small chance that an operating system issue is the cause of the discoloration or distortion and a simple restart will do the trick. - Check the cable between the monitor and the computer to make sure that each end is physically secure. Older interfaces, like VGA and DVI, are often screw-secured but they come loose sometimes, too.
- Degauss the monitor. Yes, this is very much some 'throwback' advice, considering that magnetic interference, which degaussing corrects, only happens on those large CRT monitors of yesteryear.That said, if you're still using a CRT screen, and the discoloration issues are focused near the edges of the screen, degaussing will most likely fix the problem.
- Using your monitor's adjustment buttons or onscreen settings, find the preset default level and enable it. This should return your monitor's many settings to 'factory default' levels, correcting any color issues that were caused by settings at improper levels.If you have an idea about what's 'off' with your colors, feel free to manually adjust individual settings like the brightness, color balance, saturation, or temperature, etc., and see if that helps.If you're not sure how to do any of this, reference your monitor's instruction manual.
- Adjust the color quality setting for the video card, making sure it's set at the highest level possible. This will often help resolve issues where the colors, especially in photos, appear incorrect.Fortunately, newer versions of Windows only support the highest color options possible, so this is probably only a worthwhile thing to look into if you're using Windows 7, Vista, or XP.
- At this point, any major discoloration or distortion problem you're seeing on your monitor is probably due to a physical problem with either the monitor itself or the video card.
- Replace the monitor when you try another monitor in place of the one you have and the problems go away. Assuming you tried the other steps above and weren't successful, there's little if any reason to think the problem is due to something else.
- Replace the video card when, after testing with a different monitor, as well as different cables, the problem does not go away. Another confirmation of the video card would be if you see the problem before Windows starts, like during the initial POST process.
- Your discoloration and distortion problems should be fixed.
